EIS No. 20080242, ERP No. D-BLM-D65040-WV, EastLynn Lake Coal Lease Project, Proposal to LeaseFederal Coal That Lies Under Nine Tracts of Landfor Mining, Wayne County, WV.

Summary:EPA expressed environmental objections aboutadverse impacts to water quality and aquaticlife. EPA recommends the development of analternative that incorporates a larger, moreconservative and protective buffer betweenpotential mining operations and the existingearthen dam. EPA requested additionalinformation on past and current water quality andquality impairments.Rating EO2.

EIS No. 20080385, ERP No. D-FTA-D54042-MD, RedLine Corridor Transit Study, AlternativesAnalysis, Implementation of a New East-WestTransit Alignment through Baltimore, BaltimoreCounty, MD.

Summary:EPA does not object to the proposed action.Rating LO.

EIS No. 20080422, ERP No. D-FTA-D54043-MD, PurpleLine Transit Project, Proposed 16-Mile RapidTransit Line Extending from Bethesda inMontgomery County to New Carrollton in PrinceGeorge's County, MD.

Summary:While EPA has no objections to the proposedaction, it suggested the use of Best ManagementPractices.Rating LO.

Summary:EPA does not object to the proposed action.

EIS No. 20090194, ERP No. F-AFS-K65342-CA,Moonlight and Wheeler Fires Recovery andRestoration Project, Analysis of the No-Actionand Action Alternatives, Mt. Hough RangerDistrict, Plumas National Forest, Plumas County,CA.

Summary:EPA continues to have environmental concernsabout adverse impacts to watersheds, andrecommended that the action avoid Californiaspotted owl home range core areas and protectedactivity centers, minimize new road construction,and use all practical methods to minimizeemissions during construction.

EIS No. 20090195, ERP No. F-COE-G39051-LA,Mississippi River-Gulf Outlet (MRGO), Louisiana,and Lake Borgne Wetland Creation and ShorelineProtection Project, Proposes to ConstructShoreline Protection Features Along the LakeBorgne Shoreline to Restore and Nourish Wetlands,Lake Borgne, LA.

Summary:EPA's previous comments were adequatelyaddressed; therefore, EPA does not object tothe proposed action.
