SUMMARY:
The Department of Commerce, as part of itscontinuing effort to reduce paperwork and respondent burden, invites thegeneral public and other Federal agencies to take this opportunity tocomment on proposed and/or continuing information collections, as requiredby the Paperwork Reduction Act of 1995, Public Law 104-13 (44 U.S.C.3506(c)(2)(A)).

SUPPLEMENTARY INFORMATION:
I. Abstract
The purpose of this research is to develop in-depth community profilesfor fishing communities in the Southeast Region, excluding the U.S.Caribbean. The Magnuson-Stevens Act (MSA, particularly National Standard8, NS 8), National Environmental Protection Act (NEPA), and Executive Order(EO) 12898 (Federal Actions to Address Environmental Justice in MinorityPopulations and Low-Income Populations) require that social impact analysesbe conducted when federal agencies propose new regulations. These analysesrequire the social and cultural baseline data for various stakeholders,including descriptions of the commercial, recreational (including for hire)and subsistence fishing sectors. This effort is in response to the urgentneed for research consistent with these new definitions and guidelines.
This research not only focuses on the development of an extensivedescription of fishing communities and the social and economic networksembedded within these communities, but also solicits fishermen'sperceptions about various kinds of common management options. The purposeof this is to be able to provide managers with a sense of what types ofmanagement options are determined to be more effective than others from theperspective of the fishermen. Some examples of the types of options to bediscussed are Marine Protected Areas (MPAs), Individual Fishing Quotas,Seasonal Closures and Limited Entry.
II. Method of Collection
The data will be collected through individual and group interviews.Those interviewed will include a variety of stakeholders, includingcommercial, recreational, and subsistence fishermen, owners of packinghouses, and key local, state and federal fisheries personnel. As well,business owners directly and indirectly impacted by fishing will beinterviewed in order to identify the social and economic networks thatexist within and outside of the place-based definition of a fishingcommunity.

Comments are invited on: (a) whether the proposed collection ofinformation is necessary for the proper performance of the functions of theagency, including whether the information shall have practical utility; (b)the accuracy of the agency's estimate of the burden (including hours andcost) of the proposed collection of information; (c) ways to enhance thequality, utility, and clarity of the information to be collected; and (d)ways to minimize the burden of the collection of information onrespondents, including through the use of automated collection techniquesor other forms of information technology.
Comments submitted in response to this notice will be summarized and/or included in the request for OMB approval of this information collection;they also will become a matter of public record.
