Availability of Seats for the Monterey Bay National Marine Sanctuary Advisory Council
AGENCY:

Notice and request for applications.
SUMMARY:
The Monterey Bay National Marine Sanctuary (MBNMS or Sanctuary) is seeking applicants for the following seatson its Sanctuary Advisory Council: Education, Diving, Tourism, At-Large (one seat), Commercial Fishing(alternate) and Research (alternate). Applicants chosenfor the Education, Diving, Tourism and At-large seatsshould expect to serve until April 2008. Applicants chosenfor the Commercial Fishing (alternate) and Research(alternate) will be filling seats previously vacated andshould expect to serve until February 2007. Applicants arechosen based upon their particular expertise and experiencein relation to the seat for which they are applying;community and professional affiliations: philosophyregarding the protection and management of marine resources; and possiblythe length of residence in the area affected by the Sanctuary.

SUPPLEMENTARY INFORMATION:
The MBNMS Advisory Council wasestablished in March 1994 to assure continued publicparticipation in the management of the Sanctuary. Since its establishment, the Advisory Council has played a vitalrole in decisions affecting the Sanctuary along the central California coast.
The Advisory Council's twenty voting members represent avariety of local user groups, as well as the generalpublic, plus seven local, state and Federal governmentaljurisdictions. In addition, the respective managers orsuperintendents for the four California National MarineSanctuaries (Channel Islands National Marine Sanctuary,Cordell Bank National Marine Sanctuary, Gulf of theFarallones National Marine Sanctuary and the Monterey BayNational Marine Sanctuary) and the Elkhorn Slough NationalEstuarine Research Reserve sit as non-voting members.
Four working groups support the Advisory Council: TheResearch Activity Panel ("RAP") chaired by the ResearchRepresentative, the Sanctuary Education Panel ("SEP")chaired by the Education Representative, the ConservationWorking Group ("CWG") chaired by the ConservationRepresentative, and the Business and Tourism ActivityPanel ("BTAP") chaired by the Business/IndustryRepresentative, each dealing with matters concerningresearch, education, conservation and human use. Theworking groups are composed of experts from theappropriate fields of interest and meet monthly, orbi-monthly, serving as invaluable advisors to theAdvisory Council and the Sanctuary Superintendent.
The Advisory Council represents the coordination linkbetween the Sanctuary and the state and Federalmanagement agencies, user groups, researchers,educators, policy makers, and other various groups thathelp to focus efforts and attention on the central California coastal and marine ecosystems.
The Advisory Council functions in an advisory capacityto the Sanctuary Superintendent and is instrumental inhelping develop policies, program goals, and identifyeducation, outreach, research, long-term monitoring,resource protection, and revenue enhancement priorities. TheAdvisory Council works in concert with the SanctuarySuperintendent by keeping him or her informed aboutissues of concern throughout the Sanctuary, offeringrecommendations on specific issues, and aiding theSuperintendent in achieving the goals of the SanctuaryProgram within the context of California's marine programs and policies.
