Approval and Promulgation of Air Quality Implementation Plans; Pennsylvania; VOC and NO X RACT Requirements for Two Individual Sources

AGENCY:

Environmental Protection Agency (EPA).

ACTION:

Proposed rule.

SUMMARY:

EPA proposes to approve the State Implementation Plan (SIP) revisions submitted by the Commonwealth of Pennsylvania to establish and require reasonably availablecontrol technology (RACT) related requirements to limit volatile organic compounds (VOC) andnitrogen oxides (NO X ) from two major sources. In the Final Rules section of the Federal Register, EPA is approving the Commonwealth's SIP revisions as a direct final rule without priorproposal because the Agency views this as a noncontroversial submittal and anticipates noadverse comments. The rationale for the approval is set forth in the direct final rule. If noadverse comments are received in response to this action, no further activity is contemplated. IfEPA receives adverse comments, the direct final rule will be withdrawn and all public commentsreceived will be addressed in a subsequent final rule based on this proposed rule. EPA will notinstitute a second comment period. Any parties interested in commenting on this action should do so at this time.
