The Commission, by this document, denies a petition for reconsideration filed by International Broadcasting Network of the Report and Order, which substituted DTV channel 10 for DTV channel 38 at Tyler, Texas, and DTV channel 11 for DTV channel 43 at Lufkin, Texas. See 67 FR 63852, October 16, 2002. With this action, this proceeding is terminated.
