Take notice that on July 3, 2003, Outback Power Marketing, Inc., SESCO Enterprises L.L.C., and Black Oak Energy, L.L.C. (Complainants), filed a complaint pursuant to Sections 206 and 306 of the Federal Power Act against PJM Interconnection, L.L.C. (PJM), alleging violations of Section 205 and 206 of the Federal Power Act in the implementation of new credit policies for financial trading. The complaint requests fast track processing.

The Complainants state that copies of the filing were served upon PJM.

Any person desiring to intervene or to protest this filing should file with the Federal Energy Regulatory Commission, 888 First Street, NE., Washington, DC 20426, in accordance with Rules 211 and 214 of the Commission's Rules of Practice and Procedure (18 CFR 385.211 and 385.214).
